The governing documents consist of the recorded CC&Rs (Covenants, Conditions and Restrictions), Bylaws, Design Guidelines and more.
The CC&Rs, also known as the Declaration, are the rules governing the neighborhood. They outline the requirements and limitations on what a resident may do with their property. The goal of the CC&Rs is to protect, preserve, and enhance property values in the community. View or download the CC&Rs
The Design Guidelines establish the Association’s standards for exterior appearance and property improvements, including materials, colors, landscaping, hardscapes, fences, lighting, and accessory structures. These guidelines work with the CC&Rs to preserve the community’s aesthetic character and protect property values.
The Bylaws govern how the Owners Association operates and contain the information needed to run the Association as a business. They cover how often membership meetings must occur, how meetings are conducted, the structure and duties of the Board of Directors, and more.
The Enforcement Policy sets forth the Association policies and procedures related to the enforcement of its guidelines and other governing documents.
The Collection Policy describes how the Association handles past-due assessments, fines, and other charges. It explains billing and payment timelines, applicable late fees and interest, notice and demand procedures, the homeowner’s right to request a hearing or propose a payment plan, and potential enforcement actions—such as suspension of privileges, referral to collection agencies or legal counsel, recordation of liens, and, if authorized, foreclosure.
The Investment Policy describes how the Association manages and safeguards its reserve and operating funds. It sets the objectives of preserving capital, maintaining adequate liquidity for operating and reserve needs, and earning a reasonable return consistent with safety. The policy identifies authorized investment types (such as FDIC‑insured accounts, certificates of deposit, U.S. Treasury and agency securities, high‑quality municipal securities, and approved money market funds), limits on maturities and concentrations, and restrictions against speculative or high‑risk instruments.
The Record Retention and Members’ Request for Records Policy explain how the Association creates, stores, and disposes of official records and how members may inspect or obtain copies.
The Landscape Committee Charter establishes the purpose, scope, and operating procedures for the Verde Trails Landscape Committee. The Committee advises the Board on landscaping standards.
